USPS Price & Service Updates Going into Effect July 13, 2025: What You Need to Know

The United States Postal Service (USPS) is rolling out a series of pricing and service changes beginning Sunday, July 13, 2025. If your business relies on USPS for shipping, it’s important to understand how these updates could affect your operations—and how Panda Postage is here to help.

Domestic Shipping Rate Changes

The good news? Most USPS domestic services will remain unchanged. However, Priority Mail® and USPS Ground Advantage® will see modest retail rate increases:

  • Priority Mail®: Average 6.3% increase
  • USPS Ground Advantage®: Average 7.1% increase

Services like Priority Mail Express® and international shipping products will not be impacted by these changes.

Updates to Nonstandard Fees

One of the most significant changes affects how Nonstandard Fees are calculated and applied. If you ship parcels with unusual dimensions or packaging types, read carefully.

What’s Changing:

Starting July 13, 2025, USPS will introduce new classifications and criteria for nonstandard parcels:

Only the highest value fee will be charged per package. If multiple criteria apply with equal cost, the Qualifying Packaging Characteristics fee takes precedence.

How Fees Are Applied

These changes apply to all USPS packages shipped on or after July 13, 2025.
